When you have newly registered a domain, or have made changes to the registrant contact information, both situations preclude you from being able to transfer the domain until that 60 days has passed.

Registrars may be able to bypass the registrant contact information change lock, but any new domains will need to wait 60 days before being initiated.

We will hold these domain registration transfers until those 60 days has lapsed and re-initiate.
